　Study: California not Internet ‘friendly’

　When it comes to the Internet and consumers, California, home to Silicon Valley and the birthplace of many of the biggest names connected to the Internet, is not very friendly, according to a study issued Thursday by the Progressive Policy Institute in Washington, D.C.

　State laws, regulations, and administrative actions combine in California to make the state one of the least friendly to consumer use of the Internet in everyday life, the study says. Only Alabama, New Mexico and South Carolina are ranked below California in the study.

　The report says Oregon emerges as the state most friendly to Internet users. The next three states are Utah, Indiana and Louisiana. In calling it the nation’s best state for Internet users, Oregon was cited for not requiring consumers to pay access taxes on Internet usage. Oregonian Internet users also have the opportunity to purchase wine, mortgages, and prescription drugs with few restrictions and the state is above average in providing opportunities for its residents to interact with their government online, the report says.
